Joseph Flynn has been a member of Knutson, Flynn & Deans since 1968. Prior to his joining the firm, he served as attorney for Northwest Airlines and was an instructor in the North St. Paul-Maplewood School District. He attended St. John's University and the University of Minnesota, and received his law degree from William Mitchell College of Law. He is a member of the American Bar Association, the Minnesota Bar Association, the Ramsey County Bar Association, the Council of School Attorneys, and the Minnesota School Boards Association.

Mr. Flynn represents public bodies as general counsel on all legal matters, including employee relations and labor law, collective bargaining, grievances and arbitrations, litigation, open meeting law, administrative hearings, student discipline, employee benefits, sexual harassment, and other personnel matters. Mr. Flynn is also Chief Labor Negotiator and Labor Relations Counsel for the Iowa State Board of Regents and represents the University of Northern Iowa, the University of Iowa and the University of Iowa Hospitals and Clinics in labor relations and collective bargaining matters involving faculty members, graduate assistants and tertiary health care workers. In the past, he has served as Special Assistant Attorney General for the Minnesota State University Board, as well as serving as Special Assistant Attorney General for the State of Minnesota.

Mr. Flynn was a school board member for Independent School District No. 622, North St. Paul, Minnesota. He served as Chairman of the School Board of Northeast Metropolitan Technical College, White Bear Lake, Minnesota. Mr. Flynn was appointed to the Public Employment Labor Relations Board, and is also a former Hearing Examiner for the Minnesota Human Rights Department.

Mr. Flynn is a frequent lecturer on the subjects of employee relations and labor law and collective bargaining, both in Minnesota and in other states, including appearances before school board groups, administrator groups, Council of School Attorneys, and the Minnesota Bar Association.

Mr. Flynn was named by Minnesota Law & Politics Magazine as a Super Lawyer in 2003 and 2004.
